Canada: Two New Economic Streams under the EMPP Pathway

Overview  

The government of Canada introduced two new economic streams under the federal Economic Mobility Pathway Pilot (EMPP) pathway. The two new streams are intended for highly skilled refugees and other displaced persons.  

The first new stream, known as the EMPP Federal Skills Job Offer Stream, is intended for candidates who have a job offer from a Canadian employer and the second is available to highly skilled refugees without job offers. 

Eligible candidates must meet certain skills, language and education requirements under the streams. In addition, the individual must qualify under a National Occupation Classification 2021 category (TEER 0–5). Eligible candidates can also continue to apply under the pre-existing EMPP pathways.  

What are the Changes?  

The government of Canada added two additional streams to the EMPP pathway on 12 June 2023. According to the government announcement, these measures will allow employers to access more talent throughout the country and further Canada’s humanitarian commitments.
