Overview
The government of Canada announced plans to implement measures that will strengthen the country’s International Student Program and aim to protect students against fraud. To achieve this, the government will introduce the following measures:
- Beginning 1 December 2023, post-secondary designated learning institutions (DLIs) will be required to confirm every applicant’s letter of acceptance directly with IRCC.
- In time for the fall 2024 semester, IRCC will adopt a “recognized institution” framework to benefit post-secondary DLIs. The framework will set a higher standard for services, support and outcomes for international students. DLIs will benefit from priority processing of study permits for applicants who plan to attend their school.
- In the coming months, IRCC will complete an assessment of Post-Graduation Work Permit Program criteria. The government will then introduce reforms that meet the needs of the Canadian labor market and regional and Francophone immigration goals.

The government of Canada will introduce new measures aimed at better protecting foreign national students entering the country. The government will introduce these measures in phases over the coming months.
