President Trump Unveils Immigration Plan Emphasizing High-Skilled Workers

Last Updated on February 23, 2023

On May 16, 2019, President Donald Trump unveiled his plans to overhaul the U.S. immigration system.

The president’s plan shifts the U.S. toward a merit-based system, prioritizing high-skilled workers over individuals seeking to enter the country via family reunification visas.

In President Trump’s proposal, the number of green cards allocated annually would not change. Applicants would earn “points” based on educational background, job offers, age and proficiency in English. Sources told The New York Times that under President Trump’s immigration plan, the overall education level would increase, in addition to average salary.

According to The Washington Post, White House aides believe 57% of green cards would be issued on merit under this proposal, an increase from the current 12% issued on merit.

By shifting to a merit-based system, family-based green cards would be reduced.

Just a Proposal

At the end of the day, there’s very little chance this proposal moves forward in Congress in a bipartisan manner.
